Apex court rejects plea for electronic media regulation

New Delhi, July 4: The Supreme Court Tuesday rejected a suit asking the government to probe the self-immolation by a man at Patiala in January, an act that was telecast live by many television channels.

A bench of judges K.G. Balakrishnan and D.K. Jain dismissed the petition filed by advocate Ashok Mehta, observing that only the Press Council of India could go into such matters and the court could not frame any guidelines in this regard.

The petitioner contended that the authorities at Patiala, including the local police, were mute spectators to the gruesome incident and took no steps to prevent the self-immolation of petty trader Gopal Krishnan Kashyap.

He was protesting against denial of tinsheds allotment to cartpullers.

He said the victim had sent letters to Prime Minister Manmohan Singh and Congress chief Sonia Gandhi, announcing his intention to commit suicide. Despite this, no attempt was made to save him, the petitioner added.

The petitioner also wanted the court to direct the information and broadcasting ministry to frame guidelines for the working of media in such sensitive matters.

He contended that the freedom of speech and expression enjoyed by the press was subject to reasonable restrictions and that TV channels should not have telecast the self-immolation.
